Biography

Prof. Edward Sandoyan – Rector of the Russian- Armenian (Slavonic) University. Doctor of Economics of the Republic of Armenia and the Russian Federation, Professor, full member (Academician) of the Academy of Pedagogical and Psychological Sciences of Armenia.


Edward Sandoyan was born in 1961 in Erevan. Graduated from Yerevan Secondary School No. 71 with a Russian bias, with a gold medal. Studied at the Moscow Institute of Management named after S. Ordzhonikidze (State University of Management). He continued his education at the Yerevan Polytechnic Institute named after K. Marx (National Polytechnic University of Armenia) majoring in Economics and organization of machine-building industry, which he graduated from in 1983 with honors and the qualification of an engineer-economist. In 1987, he was awarded the academic degree of Candidate of Economic Sciences by the Higher Attestation Commission of the USSR. In 1991, the State Committee of the USSR for Public Education awarded the title of Associate Professor. In 2008, Supreme Certifying Committee of RA and in 2009 Federal Service for the Oversight of Education and Science, Russian Federation awarded Mr. Edward Sandoyan the academic degree of Doctor of Economics. In July 2008, the title of professor in the field of "Economics" was awarded by the Supreme Certifying Committee. From 1983 to 1991, he was engaged in scientific and pedagogical activities at the Yerevan Polytechnic Institute named after K. Marx, and at the Yerevan Institute of National Economy (Armenian State Economic University) in the positions of assistant, lecturer, associate professor. In 1986-1988, also worked as a senior research fellow at the Research Laboratory of the Scientific and Production Association of the Ministry of the Electrical Engineering Industry of the USSR.

From 1991 to 1993 he was the deputy head of the state tax inspection of the Republic of Armenia – the deputy minister of the Republic of Armenia. From 1994 to 1998, he was the head of the Main Supervision, Regulation and Licensing Department of the Central Bank of the Russian Federation. In 1995-1997, underwent professional retraining at the Federal Reserve Bank in Cleveland (Ohio, USA), the Bank of England (London), and the National Bank of France (Paris). National Bank of the Netherlands (Amsterdam). He studied in the doctoral program at the Academy of National Economy under the Government of the Russian Federation. In 1998-1999, he was the Minister of Economy and Finance of the Republic of Armenia. In 1999-2000, he was the Chief Executive Officer and Chairman of the Board of Armagrobank JSC. From 2001 to 2003, was the Chairman of the Supervisory Board of the Self-regulatory organization "Armenian Stock Exchange". From 2001 to 2004, he was the Deputy Chairman of the Board, and then the Chairman of the Committee for Strategic Development of CJSC "Armsberbank". In 2003-2004, worked as an Advisor at PricewaterhouseCoopers (IBM Business Consulting Services) on the Capital Markets Development Program in Armenia.

From 2002 to 2017, he was the head of the Department of Economics and Finance at the Russian-Armenian (Slavonic) University (RAU), and since 2007 he has been a professor at the same department. From 2000 to 2004 - associate professor of the labor economics department of the Armenian State Economic University.

From 2004 to 2012 Edward Sandoyan was Vice-Rector for the Development of University Education at RAU.  From 2012 to 2023, he has been the director of the Institute of Economics and Business at RAU. He has been a member of Academic Council of RAU since 2002, and since 2012, Chairman of the Academic Council of the Institute of Economics and Business of RAU. During the period of work at the Russian-Armenian University, Edward Sandoyan made a significant contribution to the establishment and development of the University's activities, it should be noted, e is the initiator and organizer of the implementation of a credit-rating and asynchronous system of organizing the educational process at the Russian-Armenian University.

Constantly improves his professional level. Initiative, persistent in achieving set tasks. Deservedly enjoys respect and authority among colleagues and university students. Prof Edward Sandoyan’s sphere of scientific interests includes: state regulation of the economy and economic policy, banking regulation and supervision, financial sector of the economy and financial intermediation institutions, monetary and currency regulation, higher education and the educational process. From 2006 to the present, has been a Member of the Scientific Advisory Council for the section "Finance, Banking, Insurance, and Monetary-Credit Policy", Associations of Universities of Central and Eastern Europe, and the International Institute for Applied Transition Studies (Rome, Italy).

From 2008 to 2015, he was a member of the Coordinating Council of the Association "Eurasian Economic Club of Scientists" (Astana, Kazakhstan). From 2006 to the present, he has been a member of the Scientific and Methodological Council in the field of economics of the Educational Methodological Association for Classic University Education in the Russian Federation. From 2015 to present - The Federal Educational and Methodological Association in the field of higher education in the UGSS 38.00.00 Economics and Management was established by the Order of the Ministry of Education and Science of the Russian Federation No. 987 of September 8, 2015), (Moscow, Russia).

From 2017 to the present, Edward Sandoyan is a member of the Board of Trustees of the Network Financial Institute of the "Eurasian Network University" (Yerevan-Minsk-Astana-Bishkek-Moscow-St. Petersburg). From 2003 to the present, Edward Sandoyan  has been a member of the editorial board of the periodical publications "Herald of the Russian-Armenian (Slavonic) University (series: humanities and social sciences)", included in the RSCI, and "Collection of scientific articles based on the materials of annual scientific conferences (series: humanities and social sciences) RAU". Also he is a member of the editorial board of the following foreign scientific journals, included in SCOPUS and/or RINC: "Belarusian Economic Journal" (Minsk, Republic of Belarus), Society: politics, economics, law" (Krasnodar, Russia), "Society: sociology, psychology, pedagogy" (Krasnodar, Russia), "Society: philosophy, history, culture" (Krasnodar, Russia), Journal of New Economy (News of the Ural State University of Economics, Yekaterinburg, Russian Federation), "Journal of Economic Regulation". Issues of economic regulation (Rostov-on-Don, Russian Federation). Springer (Rome, Italy), "Global Policy and Governance" (Rome, Italy), "Contemporary Geopolitics and International Relations" (Rome, Italy), (Economic Trends) (Prague, Czech Republic) (Moscow, Financial University under the Government of the Russian Federation). From 2007 to 2015, he also served as a member of the editorial board of the following scientific journals: "Information Technologies and Management" Yerevan, Armenia, "Upravlenets" (Manager) (Ural State Economic University, Yekaterinburg, Russia), "Eurasian Economic Review" (Astana, Kazakhstan), "EFI: Economics, Finance, Research". 

In the years 2010-2013, was the Scientific Secretary of the Joint Council of the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation on the defense of candidate and doctoral dissertations. From 2009 to 2014, he was a member of the specialized council 014 of the Higher Attestation Commission of the Republic of Armenia at the Armenian State Economic University, and from 2014 to 2015 a member of the specialized council 008 of the Higher Attestation Commission of the Russian Academy at the European Regional Educational Academy.

Since 2014, he has been the deputy chairman of the specialized council 008 of the Higher Attestation Commission of the Russian-Armenian (Slavonic) University.

During his 40-year professional and 30-year scientific and pedagogical career, he played a significant role in the training of young specialists. He is the founder of various master's programs. Scientific supervisor of the master's educational program "Finance". Founded his own scientific school in the field of economic sciences. Under his scientific guidance, 34 candidates defended their dissertations, and 1 doctor of economics. At present, he supervises the research work of 2 doctoral students and 4 postgraduates. In 2013, a group of young scientists under the scientific guidance of Mr. Sandoyan was recognized as the laureate of the Youth Grant of the Astana Club of Nobel Prize Laureates. From 1999 to 2007, he was a member of the Board of Trustees of the National Polytechnic University of Armenia. From 2001 to 2016, he repeatedly chaired State accreditation commissions bachelor's, master's degree) at the National Polytechnic University of Armenia and the Armenian State Economic University n 2001, he founded and from 2001 to 2006 he was the Chairman of the Union of Graduates of the Yerevan Polytechnic Institute (National Polytechnic University of Armenia), and from 2006 to 2011 -- member of the Council.

It is worth noting E Sandoyan's leadership in his chosen professional activity. He made a significant contribution to the development of many laws and regulatory acts in the field of banking and tax legislation of the Republic of Armenia. He is the author of 276 published scientific works, educational and methodological manuals and monographs, as well as over 60 popular science publications, representing a special scientific interest. He was a scientific supervisor and participant in numerous research projects and grants funded by the Russian Academy of Sciences, international organizations, and the Ministry of Education and Science of the Russian Federation. State Committee for Science (Science Committee) of the Ministry of Education, Science, Culture and Sports of the Republic of Armenia, Eurasian Economic Commission, Central Bank of Armenia, etc. Participated with scientific presentations and as a moderator in the work of many international scientific seminars, conferences, and forums. Is the organizer and co-organizer of numerous international scientific conferences and scientific-practical forums both in Armenia and abroad. During his professional career, he collaborated with a number of international organizations: the International Monetary Fund (IMF), the World Bank, European Bank for Reconstruction and Development (EBRD), International Association of Exchanges of CIS Countries (Moscow), United Nations (UNDP), Eurasia Foundation, and the Armenian-European Policy and Legal Advice Centre (AEPLAC).

From 2017 to the present, he has been the Chairman of the Council of Artsakhbank CJSC. Since April 2023, he has been a member of the Council of Ministers of Finance at the Ministry of Finance of the Republic of Armenia.

For many years of scientific and pedagogical activities and outstanding merits in the field of education and science, Edward Sandoyan was awarded the highest award of the Ministry of Education and Science of the Republic of Armenia - the Golden Medal (2010).

He was also awarded the "Drastamat Kanayan" medal by the Ministry of Defense of the Republic of Armenia (2013). In 2014, by the decree of the President of the Republic of Armenia, Edward Sandoyan  was awarded State award of the Republic of Armenia - the medal of Movses Khorenatsi. In September 2022, the Ministry of Science and Higher Education of the Russian Federation awarded him a Certificate of Appreciation for his significant contribution to development spheres of education, conscientious work, as well as in connection with the celebration of the 25th anniversary of the founding of the Russian-Armenian (Slavonic) University Coordination of the fight against organized crime and other dangerous types of crimes on the territory of the CIS member states (Moscow) (2015). From 2013 to 2021.

E. Sandoyan was the winner - laureate of the Prize of the Eurasian Economic Club of Scientists (Astana) for the best report of the Internet forum on the topic: "Economic Security of Eurasia in the System of Global risks" in the nomination "Global Financial Crisis: Causes and Ways to Minimize Consequences. Anti-crisis recommendations for G-20 countries" (2009). He was awarded the jubilee medal of the Bureau. Coordination of the fight against organized crime and other dangerous types of crimes on the territory of the CIS member states (Moscow) (2015). From 2013 to 2021, Every year he was recognized as the winner of the "Productive Researcher" competition in the "Social Sciences" section (Top 100) of the Science Committee of the Ministry of Education, Science, Culture and Sports of the Republic of Armenia. For many years of conscientious work, E. Sandoyan was awarded the Golden Medal of the Russian-Armenian (Slavonic) University (2011) and the Golden Medal of the State Engineering University of Armenia. "Eurasian Economic Club of Scientists" association (2008), as well as the Ural State University of Economics (2011). Since 2017 - Honorary Professor of Mesrop Mashtots University (Stepanakert). In 2013, he was awarded the scientific prize named after academician S.A. Sitaryan, established by RAU for outstanding works in the field of economics aimed at implementing the economic strategy, economic breakthrough of Armenia.

Since 2022, Edward Sandoyan has been a full member (Academician) of the Academy of Pedagogical and Psychological Sciences of Armenia and a member of the Presidium of the Academy. 

Married, has one daughter.
